This man is outrageously rude, unprofessional and attacks all guests. I am a professional who came there for business to have a client sign divorce papers.My client doesn't have a vehicle so i cam to there apartment. I was attacked verbally by VASILE HERLO, and when i left he got in his Toyota truck and blocked myself and my husband in. He doesn't honor nor respect tenants rights and walks in on them whenever he feels like it. the apts are crappy. They are infested with bugs, the grounds are dangerous and the a/c is pitful . I don't recommend this apartment complex to anyone. ...

Though the residential neighborhood around it is rather nice--the Tampico apartments sit at 6130 N 7th st like an eye-sore junker on millionaire mile! Owner Vasile Herlo has been at odds for years with the residential community around the Tampico for his insistance on keeping his apartments full by renting to sex offenders--at one time the Tampico had the largest concentration of sex criminals in the country. A good handful of homicides and overdoses have occured here, as well. Vasile Herlo is Romanian, and doesn't seem to understand, care, or abide by basic legalities: he frequently walks into tenant's apartments without notice or reason--he will call the police if you refuse him entry, telling them you are refusing him entrance to hide illegal activity[luckily, he does it so much the cops tend to ignore him]; he is verbally abusive (shouting at most female guests who come to visit that they are whores and prositutes, etc) and even turning off the air conditioning for 6 months out of the calendar year (he claims the system is being `switched over' every year for 6 months--which must be a great way for him to save money, as the Tampico apartments are supposed to be "utilities included." The Tampico is a last-resort option if you are desparate (Vasile will work with ANYONE who has even a hundred dollars, or so, and let them move in the same day, and make small payments on their move in fees over an extended period of time. He also doesn't verify employment, call references, or do a credit check. (Sure he charges a nominal application fee--but he just pockets it as extra cash--he will never call your work or request any verification of employment,he'll never look at your credit report or do a background check.) Sure the cops are there every day, and there's enough weirdos to make anyone cringe (and a smattering of occassional dead bodies from assorted causes)-- and hand-pick "security" guards who have histories as sexual predators...but if you're one step away from sleeping behind a dumpster, and have just a little cash to your name, the Tampico is (probably) your better option! I rented from winter '04 through winter '05. ...
