Jillian Square is a lovely place, the staff were very friendly and the prices aren't bad considering everything in fairbanks is expensive, I paid 950 for a 1 bedroom. I rented from summer 10 through winter 11.

The property management at Jilian Square is outstanding in responding to the needs of their tenants. In addition to offering many great and affordable leasing options, they also set me up with great storage options while I was out of state. When you arrive at Jillian Square, keep an eye out for Robert J. Speegle. He is one of their outstanding property managers who went out of his way to help me organize every detail of my move in. A summarized list of major issues: 1) These apartments are NOT "luxury" apartments. The buildings are old, outdated and becoming worn out. They were Luxury Apartments about a decade ago. 2) The rental rate, however, represents "luxury" apartment rates (i.e. not a good value for your money). 3) Rent increases AT LEAST $100 per year on a yearly lease, but no building and/or unit improvements are made. They do offer lease terms less than one year, however the rate is SEVERAL HUNDRED dollars more a month. 4) Parking is terrible - one assigned space per apartment. Additional parking is provided in the "guest" areas, but they will tow your vehicle if it stays in the guest area for more than one day, as they consider it abandoned at that point. 5) Noise has become quite a problem. If you enjoy peace and quiet, this is definitely NOT the place for you. If you are young and/or like to party and play loud music, this might be the place for you. 6) Management will not enforce noise guidelines in the rental agreement except in extreme cases, stating it is "apartment living". In doing so, they break the rental agreement with you and violate the Alaska Universal Landlord-Tenant Act, which states that Landlords MUST protect all tenants rights to enjoy any rental property, including neighboring tenant noise. 7) Management is rude, unprofessional and uncaring... even for long-term tenants. Given the fact that the buildings are aged, this is the one area where they should shine in order to justify over-priced rent... they DO NOT. 8) The moving out cleaning requirements are a joke. In accordance with the Alaska Universal Tenant-Landlord Act, tenants are NOT required to wash down walls, pull out appliances, scrub light fixtures, replace light bulbs, professionally clean drapes or blinds or shampoo/steam clean carpets. These are ALL Landlord responsibilities, despite what your agreement states. Furthermore, this would ask tenants to clean their units above and beyond the cleanliness of the common areas. These policies are unenforceable in court, per Alaska State Code. 9) Maintenance does not repair anything... they will "rig" it, if they do anything at all. One of the only problems which will be resolved fairly quickly is a heat-related problem.. and only because it would damage their property if it is not fixed quickly. 10) Laundry areas are crowded due to old machines which are inefficient and/or do not work. For this "privilege", you get 15 tokens (1 token per wash,1 per dry cycle) for TWENTY FIVE DOLLARS. Dryers will most times require anywhere from 2 to 4 tokens to dry. Many tenants forgo the laundry facilities altogether and utilize a Laundromat, as it is cheaper. 11) In addition to these issues, they WILL require a credit check and do extensive background queries. This is fine for a Luxury Apartment... but not an over-priced average apartment complex that is falling apart. It would seem logical to ensure tenants who qualify, pass all checks and remain long-term ( /- 8 years) tenants in good standing would be valued. This sadly is not the case. 12) If you want cable internet, you will have to pay both GCI Cable AND Jillian Square. Cable Television provided by Jillian Square itself and is REQUIRED for internet service from GCI Cable. In other words, you are paying twice for the service. On top of this, the wiring in Jillian Square is old and not maintained well... resulting in very frequent outages for the internet service and channel dropouts for television. Considering all of these issues, Jillian Square basically qualifies as an upper-level slum residence.... and it is declining. With the military building living quarters for all military personnel because they will no longer pay the extreme rental prices, Jillian Square will either have to do dramatic remodeling, lower the rent considerably or go bankrupt. You can do MUCH better in Fairbanks. We did... found a bigger place, which is truly a "luxury" apartment. Hardwood floors, updated layout, three years old, new appliances, upstairs and downstairs with an additional bedroom AND bathroom... for LESS MONEY THAN JILLIAN SQUARE. Don't waste your time or money here. I rented from winter '00 through winter '08. ...

I have lived in Jillian Square since May 07. I will continue to live here until December 2010 unless i find a better deal on an apartment, which i highly doubt. I love this place. The maintenance is quick and efficent when they come in to do their work. The grounds keepers do a wonderful job of planting flowers and mowing the grass in the summertime and of clearing snow on the sidewalks in the wintertime. I believe the laundry tokens could be a little less expensive, or if you upgraded and got dryers that actually dried the clothes that would be great. The landlady has a wonderful attitude who has also tried to instill this attitude in her employees. The employee here have the best attitude i have ever met in a propery office. They have an attitude that makes you feel like they are here to please you. The landlady also lives on the property and is a great neighbor. JL Properties also owns 4 other properties in Fairbanks and this is by far the best property among them. If not the best apartment complex in the Fairbanks area. I rented from summer '07 through winter '08. ...

I truly enjoyed my stay on both occasions and hope to be a Jillian Squre renter again in the near future I rented from winter '04 through winter '05.
